Under general direction of the Information Technology Manager I, the Information Technology Specialist II (ITS II) serves as a technical lead and provides guidance to the application support teams for application development and implementation of information systems to meet organizational requirements as well as troubleshoot production application issues and perform root cause analysis. The ITS II works with other subject matter experts (SMEs), such as information security specialists, database, network, and server administrators as required to support Housing and Community Development (HCD) applications including but not limited to PeopleSoft (PS) Human Capital Management (HCM).

The incumbent is considered a technical expert and advisor for the areas of system design, development, and implementation that adheres to organizational enterprise architecture ensuring secure, reliable, and accessible solutions. The ITS II serves as the Technical Lead responsible for applying principles, methods, techniques, and tools for developing, scheduling, coordinating, and managing projects and resources, including integration, quality, scope, time, and cost. Tasks include designing application functionality, developing forms, processes, and workflow approvals, coordinating implementation efforts as well as providing support as a system architect across multiple platforms to best align technology solutions with business strategies. The ITS II position works in the System Engineering and Software Engineering domains.

This job can be done partly from home and partly from the office, based on California state rules. Sometimes, you may be able to work entirely from home, but the department will decide. You must live in California.

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be cleared prior to being hired.

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience in application development and support for large-scale enterprise system implementations and solutions.
• Extensive knowledge architecting System implementations including but not limited to PeopleSoft.
• Experience as a system architect providing technical solutions across multiple platforms.
• Experience designing IT architecture.
• Advance knowledge and experience managing technical development across all phases of System Development Life Cycle (SDLC) including agile methodologies, best practices for systems analysis, design, development, implementation and support.
• Knowledgeable and technical experience in leading Application Design and Project Development.
• Functional knowledge of one or more PeopleSoft modules including Human Capital Management (HCM).
• Experience configuring and implementing PeopleSoft Modules.
• Demonstrated ability and experience with providing excellent customer service and working cooperatively with staff at all levels and across all areas of an organization.
• Demonstrate excellent interpersonal skills and effective verbal and written communication skills.
• Strong time management and workload organizational skills.
• Extensive experience with relational database and graphical user interface (GUI) technologies.
• Demonstrated ability to exercise initiative and flexibility.
• Demonstrated ability to reason well and use good judgment.
• Working understanding of IT best practices, data security principles, and terminology in order to act as liaison between ITB and other Branches, Divisions, and Departments.
• Experience implementing quality assurance principles to protect confidentiality, integrity, availability, and authenticity of data.

Statement of Qualifications
